POEA releases its new Overseas Employment Certificate (OEC) web based system effective June 30, 2021.
Overseas Filipino Workers (OFW) who are returning to the Philippines can now access and get their OEC with the new web-based processing system from POEA.
According to Philippine Overseas Employment Authority (POEA), the replacement system shall be officially known as POEA Online Processing System for Balik Manggagawa (POPS-BaM). The Old www.bmonline.ph will not be used anymore. As and OFW, you need to register and you may have an option to migrate old from bmonline.
Based on the Advisory-77-2021, once the old records have been successfully transferred, POP BaM can generate an OEC Exemption to Balik Manggagawa (BM). If BM worker will change employer/job site, the same shall be directed to set an online appointment in order to document the changes in employment data. The system has a built in feature in the appointment module that helps those who are unable to proceed to avail an OEC Exemption, based on the following:
- Change of employer and/or jobsite.
- Undocumented worker (from tourist to OFW, or dependent to OFW, or student to OFW, etc.
- Worker or employer is under watchlist.
- OFW is returning to restricted or non-compliant country.
- Job position is in the list of Mission Critical Skills.
This doesn’t apply to newly deployed/new contract. In such case, OEC is issued by your agency after completion of Pre-Departure Orientation Seminar (PDOS).
